PingFangSC-Light;'>一、原则同意《眉山市国土空间总体规划（2021—2035年）》（以下简称《规划》）。</span></strong></span><span style='font-size: 16px;letter-spacing: 2px;font-family:PingFangSC-Light;'>《规划》是眉山市空间发展的指南、可持续发展的空间蓝图，是各类开发保护建设活动的基本依据，请认真组织实施。《规划》实施要坚持以习近平新时代中国特色社会主义思想为指导，全面贯彻党的二十大精神，深入学习贯彻习近平总书记对四川工作系列重要指示精神，完整、准确、全面贯彻新发展理念，围绕服务和融入新发展格局、推动高质量发展、促进共同富裕，着力建设新时代更高水平“天府粮仓”示范区和成渝地区新能源新材料制造基地。</span></section><section style='line-height: 2em;text-indent: 2em;'><span style='font-size: 16px;letter-spacing: 2px;font-family:PingFangSC-Light;'><br></span></section><section style='line-height: 2em;text-indent: 2em;'><span style='color: rgb(192, 0, 0);'><strong><span style='font-size: 16px;letter-spacing: 2px;font-family: PingFangSC-Light;'>二、筑牢安全发展的空间基础。</span></strong></span><span style='font-size: 16px;letter-spacing: 2px;font-family:PingFangSC-Light;'>到2035年，眉山市耕地保有量不低于203.69万亩，其中，永久基本农田保护面积不低于184.02万亩；生态保护红线面积不低于707.49平方千米；城镇开发边界面积控制在392.96平方千米以内。落实蓝线、绿线、黄线、紫线、历史文化保护线以及防灾减灾等各类控制线，全面锚固高质量发展的空间底线。</span></section><section 2px;font-family:PingFangSC-Light;'>落实主体功能区战略，构建“一核两副、三带五区”的国土空间开发保护总体格局。加强瓦屋山等区域生态保护修复，强化岷江、青衣江流域集中连片耕地保护，推动特色农业发展。深度融入成都都市圈，发挥中心城区引领带动作用，优化城镇体系结构，推动岷江及交通干道沿线城镇协同联动发展。促进土地节约集约利用，加大城乡存量用地挖潜力度，全面提升国土空间开发保护利用水平。</span></section><section 2px;font-family:PingFangSC-Light;'>优化中心城区功能结构和布局，加强东坡城区与彭山城区融合，促进城市拥江组团发展。构建覆盖城乡、功能完善的公共服务资源配置体系，有效保障教育、医疗、文化、体育、养老等设施用地供给，加快社区生活圈建设。推进城市更新，持续改善城市人居环境，优化镇村布局，建设宜居宜业和美乡村，加快形成城乡融合发展新格局。</span></section><section 2px;font-family:PingFangSC-Light;'>统筹协调好历史文化保护与城市发展，构建合理的历史文化保护体系，严格落实历史文化保护线管控要求，重点保护好眉山历史文化名城，柳江、高庙历史文化名镇，各级文物保护单位及其周围环境。顺应自然山水格局，塑造富有地域特色和人文魅力的城乡风貌，传承弘扬东坡文化，彰显山水人文相融合的城市特色。</span></section><section 2px;font-family:PingFangSC-Light;'>优化综合立体交通网络布局，推进区域重大基础设施建设，积极融入成都都市圈综合交通体系，构建内畅外联的综合交通网络。统筹提升水、电、气、通信、环境卫生等各类市政基础设施保障能力和服务水平，确保城市生命线稳定运行。健全公共安全和综合防灾体系，增强抵御灾害事故和处置突发事件能力，提高城市韧性。</span></section><section 2px;font-family:PingFangSC-Light;'>坚决贯彻党中央、国务院关于“多规合一”改革的决策部署，不在国土空间规划体系之外另设其他空间规划，强化对相关专项规划的指导约束。严格执行《规划》，任何部门和个人不得随意修改、违规变更。依托国土空间规划“一张图”系统加强实施监督，按照定期体检和五年一评估的要求，健全国土空间规划实施监测评估预警机制。建立健全规划监督、执法、问责联动机制，实施国土空间规划全生命周期管理。</span></section><section 2px;font-family:PingFangSC-Light;'>眉山市人民政府要加强组织领导，做好《规划》印发和公开，强化社会监督。坚持一张蓝图干到底，切实提高规划、建设、治理水平。科学编制详细规划、相关专项规划，确保《规划》确定的各项目标任务落地落实。健全国土空间规划委员会制度，发挥对国土空间规划编制实施管理的统筹协调作用。自然资源厅要会同有关方面根据职责分工，密切协调配合，加强对《规划》实施的指导、监督和检查。《规划》实施中的重大事项要及时请示报告。</span></section><p><br></p><p
