#0d4d85;'>一、全心守护，压实落细“两个责任”。</span></strong>各地有关部门要坚决落实食品安全“四个最严”要求，按照《中华人民共和国食品安全法》《学校食品安全与营养健康管理规定》《关于落实主体责任强化校园食品安全管理的指导意见》等有关文件要求，依职责强化学校食品安全管理，持续推进校园食品安全守护行动，压紧压实属地监管责任，完善末端发力、终端见效的制度机制。各地市场监管部门要指导校外供餐单位和学校食堂按照《企业落实食品安全主体责任监督管理规定》有关要求，依法配备食品安全总监和食品安全员。各地教育部门要督促学校和幼儿园落实食品安全校长（园长）负责制和相关负责人陪餐制度。各地市场监管、教育部门要指导校外供餐单位和学校食堂在开学前全面开展食品安全自查，加大对因受新冠疫情影响、较长时间停止餐食供应的校外供餐单位和学校食堂的指导检查力度，及时防范化解食品安全隐患。</p><p style='text-indent: 2.0667em; margin-bottom: 15px;'><strong><span style='color: #0d4d85;'>二、全程严控，规范加工制作过程。</span></strong>各地市场监管、教育部门要督促校外供餐单位和学校食堂按照《食品安全国家标准 餐饮服务通用卫生规范》（GB31654—2021）和《餐饮服务食品安全操作规范》等要求，严格执行索证索票、进货查验、从业人员健康管理、食品留样等制度，强化食品采购、贮存、加工、配送和餐饮具清洗消毒等各环节管理，严控食品安全风险。各地教育部门要会同有关部门指导学校设定招标门槛、实行大宗食品公开招标、集中定点采购，严格履行招标程序，及时公布中标的校外供餐单位名单，建立健全校外供餐单位引进和退出机制。</p><p style='text-indent: 2.0667em; margin-bottom: 15px;'><strong><span style='color: #0d4d85;'>三、全覆盖检查，加大监督整改力度。</span></strong>各地市场监管部门要会同教育部门进一步加大监督检查力度，加强公正文明执法，综合运用说服教育、劝导示范、警示告诫、指导约谈、行政处罚等方式，依法依规查处食品安全违法违规行为，对检查中发现的食品安全问题和隐患督促限期整改到位。严格执行《中华人民共和国未成年人保护法》对学校周边不得设置售烟、售酒网点及禁止向未成年人售烟、售酒的规定，严肃查处学校及周边、网络平台等面向未成年人无底线营销食品等违法违规行为。各地教育部门要督促中小学校、幼儿园原则上不在校内设置小卖部、超市，确需设置的，不宜售卖高盐、高糖及高脂食品。各地公安机关要及时受理、依法立案侦查涉嫌犯罪的食品安全案件，依法严厉打击学校及周边、网络平台食品安全违法犯罪行为。</p><p style='text-indent: 2.0667em; margin-bottom: 15px;'><strong><span style='color: #0d4d85;'>四、全力以赴，制止餐饮浪费行为。</span></strong>各地市场监管、教育部门要督促校外供餐单位和学校食堂对照《中华人民共和国反食品浪费法》开展自查自纠，建立并实施反食品浪费管理制度，将防止食品浪费理念纳入供餐食谱设计，按照用餐人数和营养均衡的原则配置菜品、主食，加强食品在采购、储存、加工、发放等环节的减损管理。各地教育部门要指导学校深入开展反食品浪费宣传教育，培养学生养成勤俭节约、珍惜粮食的文明用餐习惯，践行“光盘行动”；指导学校建立防止食品浪费的监督检查机制。</p><p style='text-indent: 2.0667em; margin-bottom: 15px;'><strong><span style='color: #0d4d85;'>五、全面普及，提高师生健康素养。</span></strong>各地教育部门要会同市场监管、卫生健康部门为学校提供食品安全和营养健康指导，加强学校相关工作人员培训，创新培训形式，拓宽培训渠道，为学生普及食源性疾病预防和平衡膳食的知识技能。各地教育部门要鼓励、指导有条件的学校配备营养指导员，发挥专业人员作用，根据学生年龄和生长发育特点，提供均衡营养膳食，倡导学生餐食减油、减盐、减糖；鼓励学校创建营养健康食堂，公布学生餐带量食谱和营养成分；引导学生养成勤洗手、常喝水、多通风、勤锻炼、注意咳嗽礼仪等良好生活习惯。</p><p
