max-width: 100%; text-align: justify; text-indent: 2em; box-sizing: border-box !important;'><span style='outline: 0px; max-width: 100%; font-size: 16px; box-sizing: border-box !important;'>2021年7月22日，冯某安排一辆罐车驾驶员（即被告人彭某某）至遂宁市某环保科技有限公司装运除磷剂。彭某某在装运过程中误将一桶固化剂与除磷剂混合，并将上述10余吨混装液体运回眉山。冯某知晓后，于当日21时伙同彭某某在一在建工地附近雨水口将上述混装液体进行排放。后经四川省眉山生态环境监测中心站监测，冯某、彭某某排放的液体汞浓度0.867mg/L、镍浓度为34.7mg/L，分别超过国家环境保护总局发布《污水综合排放标准》（GB8978-1996）17.34倍和34.7倍。</span></section><section style='outline: 0px;
