text-indent: 2em;'><span style='font-size: 16px;'>2021年7月，遂宁市某环保科技有限公司因故要求冯某将剩余除磷剂运回某环保股份有限公司存放。</span></section><section style='text-align: justify; text-indent: 2em;'><span style='font-size: 16px;'>2021年7月22日，冯某安排一辆罐车驾驶员（即被告人彭某某）至遂宁市某环保科技有限公司装运除磷剂。彭某某在装运过程中误将一桶固化剂与除磷剂混合，并将上述10余吨混装液体运回眉山。冯某知晓后，于当日21时伙同彭某某在一在建工地附近雨水口将上述混装液体进行排放。后经四川省眉山生态环境监测中心站监测，冯某、彭某某排放的液体汞浓度0.867mg/L、镍浓度为34.7mg/L，分别超过国家环境保护总局发布《污水综合排放标准》（GB8978-1996）17.34倍和34.7倍。</span></section><section style='text-align: justify;
