line-height: 1.75em; letter-spacing: 1.5px; color: rgb(102, 97, 113); background: transparent;'><p style='text-align: center;'><strong><span style='font-size: 15px;'>农业农村部办公厅关于</span></strong></p><p style='text-align: center;'><strong><span style='font-size: 15px;'>全国农民合作社质量提升整县</span></strong></p><p style='text-align: center;'><strong><span style='font-size: 15px;'>推进试点单位的批复</span></strong><span style='font-size: 15px;'></span></p><p><br></p><p style='margin-bottom: 15px;line-height: 2em;'><span style='font-size: 15px;'>各省、自治区、直辖市及计划单列市农业农村（农牧）厅（局、委），新疆生产建设兵团农业农村局：</span></p><p style='margin-bottom: 15px;line-height: 2em;'><span style='font-size: 15px;'>根据《农业农村部办公厅关于开展2021年全国农民合作社质量提升整县推进试点工作的通知》（农办经〔2021〕2号）（以下简称《通知》）的要求，各省份推荐了农民合作社质量提升整县推进试点单位。经农业农村部研究，确定河北省高邑县等236个县（市、区、旗、团、场）、北京市昌平区等12个市辖区为全国农民合作社质量提升整地区推进试点单位。现将有关要求通知如下。</span></p><p style='margin-bottom: 15px;line-height: 2em;'><span style='font-size: 15px;'><strong>一、认真审批试点方案</strong></span></p><p style='margin-bottom: 15px;line-height: 2em;'><span style='font-size: 15px;'> 本轮试点期限为2年，自2021年8月起至2023年7月止。各地要指导试点单位按照《通知》要求，结合实际修改完善试点方案，认真研究审核批复，并报农业农村部备案。</span></p><p style='margin-bottom: 15px;line-height: 2em;'><span style='font-size: 15px;'><strong>二、加强组织保障</strong></span></p><p style='margin-bottom: 15px;line-height: 2em;'><span style='font-size: 15px;'> 各试点单位要建立试点工作机制，明确任务分工，形成支持合力，强化政策衔接配套，确保按期保质全面完成各项试点任务。各地要结合试点工作，认真落实《中国人民银行、 中央农办、农业农村部、财政部、银保监会、证监会关于金融支持新型农业经营主体发展的意见》（银发〔2021〕133号）有关政策，加强新型经营主体信息共享，鼓励通过政府购买服务等方式为新型经营主体提供财务制度优化服务，加大对农民合作社的金融服务和支持力度。</span></p><p style='margin-bottom: 15px;line-height: 2em;'><span style='font-size: 15px;'><strong>三、及时总结经验</strong></span></p><p style='margin-bottom: 15px;line-height: 2em;'><span style='font-size: 15px;'> 各地要加强对试点工作的指导检查和跟踪调度，边试点、边总结、边推广，扩大试点示范效应，于2022年7月底前形成试点中期进展情况报告，2023年7月底前形成试点工作总结报告，分别以省级农业农村部门正式文件报送农业农村部农村合作经济指导司。</span></p><p style='text-align: center;'><span class="wxart_image" wx-style='display:inline-block;'></span></p><p hm_fix="348:551"><br></p></section></section></section></section></section><section data-role="paragraph"><p><br></p></section></section><p style='margin-bottom: 15px;line-height: 2em;'><span style='font-size: 15px;'></span></p><section data-role="outer" style='max-width: 100%;
