style='text-align: justify;line-height: 1.75em;'><span style='letter-spacing: 2px;'>为进一步稳定我县畜牧生产良好势头，切实保障养殖业主和从业人员生命财产安全，对各畜禽养殖场（户）安全生产监管作如下郑重告知：</span></section><section style='text-align: justify;line-height: 1.75em;'><br></section><section style='text-align: justify;line-height: 1.75em;'><span style='letter-spacing: 2px;'><strong>一、养殖场选址不存在水淹、坍塌、滑坡等安全隐患。</strong></span></section><section style='text-align: justify;line-height: 1.75em;'><br></section><section style='text-align: justify;line-height: 1.75em;'><span style='letter-spacing: 2px;'><strong>二、生产、生活用房要坚固耐用，定期排查及时维护。</strong>有安全隐患的房屋及时设立明显的警示标识，采取禁止进入的措施。</span></section><section style='text-align: justify;line-height: 1.75em;'><br></section><section style='text-align: justify;line-height: 1.75em;'><span style='letter-spacing: 2px;'><strong>三、用水用电要安全，场内所有电线要按电工操作规程架设，电线严禁裸露和私拉乱接。</strong>所有电器须按说明规范使用并定期检修排除安全隐患。</span></section><section style='text-align: justify;line-height: 1.75em;'><br></section><section style='text-align: justify;line-height: 1.75em;'><span style='letter-spacing: 2px;'><strong>四、收集池、储存池、沉淀池等四周要有防护栏，周围设雨水沟，设立明显的警示标识。</strong></span></section><section style='text-align: justify;line-height: 1.75em;'><br></section><section style='text-align: justify;line-height: 1.75em;'><span style='letter-spacing: 2px;'><strong>五、按照技术规范建设、管理和使用沼气。</strong></span></section><section style='text-align: justify;line-height: 1.75em;'><br></section><section style='text-align: justify;line-height: 1.75em;'><span style='letter-spacing: 2px;'><strong>（一）安全建池。</strong>沼气池选址应尽量避开人行通道、滑坡地段等。修建沼气池应请持有"沼气生产工"国家职业资格证书的专业人员施工。沼气池建成后，进出料口一定要加盖混凝土预制板并加锁，以免造成人畜伤亡。严禁在沼气池附近玩耍、吸烟、使用明火。设立明显的警示标识。</span></section><section style='text-align: justify;line-height: 1.75em;'><br></section><section style='text-align: justify;line-height: 1.75em;'><span style='letter-spacing: 2px;'><strong>（二）安全用气。</strong>沼气管路管件等设施设备的安装和检修应请持有"沼气生产工"国家职业资格证书的专业人员操作。管路安装不得与电线交叉。当发现开关、管路、灶具等漏气时，应及时关闭阀门，打开门窗，禁止使用明火、吸烟、开关电器，并及时请专业维修人员检修。在用气过程中人不要随便离开厨房，若火焰被风吹灭或被水淋熄时，应立即关闭气源开关，打开门窗使空气流通。经常观察压力表的变化。当压力过大时，要注意安全放气。若发现有异常情况，请及时与沼气管理技术人员联系。</span></section><section style='text-align: justify;line-height: 1.75em;'><br></section><section style='text-align: justify;line-height: 1.75em;'><span style='letter-spacing: 2px;'><strong>（三）定期维护。</strong>进、出料口盖板损坏或遗失要及时修补和更换。沼气池周围地面毁裂要及时处理。开关、管道、管件接口漏气、松动、断裂、破损或老化要及时维修或更换。压力表、灶具阀体损坏要及时维修和更换。沼气池检修和大出料，应请专业维修人员操作。</span></section><section style='text-align: justify;line-height: 1.75em;'><br></section><section style='text-align: justify;line-height: 1.75em;'><span style='letter-spacing: 2px;'><strong>（四）沼气池检修。</strong>沼气池进料后，不得轻易下池出料或检修。如要下池，一定要由专业人员操作或现场指导，并做好安全防护措施：</span></section><section style='text-align: justify;line-height: 1.75em;'><br></section><section style='text-align: justify;line-height: 1.75em;'><span style='letter-spacing: 2px;'>1.打开活动盖时，不要在沼气池周围吸烟或敲打、打电话，严禁使用明火，防止失火、烧伤或引进池子爆炸。在池外出料，使进料、出料、活动盖三口通风或用鼓风机更新池内空气。</span></section><section style='text-align: justify;line-height: 1.75em;'><br></section><section style='text-align: justify;line-height: 1.75em;'><span style='letter-spacing: 2px;'>2.进行动物活体试验。入池前，必须在清空池体后通风2天以上，把小动物（鸡、鸭、兔等）放入池内，观察15-30分钟，如表现正常，方可下池。否则严禁下池，以免发生窒息中毒事故。</span></section><section style='text-align: justify;line-height: 1.75em;'><br></section><section style='text-align: justify;line-height: 1.75em;'><span style='letter-spacing: 2px;'>3.下池人员必须戴安全帽和防护面具，系好安全绳，利用手电筒或防爆灯照明，池上要有3人以上监护和接应，禁止单人操作。</span></section><section style='text-align: justify;line-height: 1.75em;'><br></section><section style='text-align: justify;line-height: 1.75em;'><span style='letter-spacing: 2px;'><strong>（五）安全施救。</strong>一是一旦发生入池人员窒息、中毒，而又不能迅速救出时，应立即采取人工方法向池内送风，输入新鲜空气，以免造成持续窒息中毒事故。二是施救人员切不可盲目入池，必须按入池的安全要求进行操作，在确保安全的前提下方可入池，避免发生连续伤亡。三是从池内救出窒息、中毒人员后，应抬到地面阴凉通风处，解开上衣钮扣和皮带，立即进行人工呼吸，同时拨打急救电话，并就近送医院进行抢救。</span></section><section style='text-align: justify;line-height: 1.75em;'><br></section><section style='text-align: justify;line-height: 1.75em;'><span style='letter-spacing: 2px;'><strong>六、关键设备、消防器材要有专人管理、定期检查，确保安全生产。</strong></span></section><section style='text-align: justify;line-height: 1.75em;'><br></section><section style='text-align: justify;line-height: 1.75em;'><span style='letter-spacing: 2px;'><strong>七、在对畜禽进行采血、医疗、解剖或无害化处理过程中，操作人员必须做好安全防护工作，医疗器械医疗废弃物等应按规定做好消毒和无害化处理，以免造成人畜共患病的感染和其他伤害。</strong></span></section><section style='text-align: justify;line-height: 1.75em;'><br></section><section style='text-align: justify;line-height: 1.75em;'><span style='letter-spacing: 2px;'><strong>八、养殖业主是养殖场安全第一主体责任人，应定期检查养殖场各个场所和各个环节，排除一切安全隐患。</strong></span></section><section style='text-align: justify;line-height: 1.75em;'><br></section><section style='text-align:
