东坡环侦打掉一非法经营危废物团伙，收缴涉案物品约32吨

style='text-indent: 2em;'><span style='font-size: 16px;color: rgb(123, 12, 0);'> 2019年6月以来，为节约生产成本，在未取得危险废物处理资质以及环评资质的情况下，他在眉山市东坡区修文镇“胡林建材厂”厂区内，租赁一厂房（下文称“修文厂房” ），将收购的废铁桶进行先期切割处置后运回“三宝力强”，作为卷帘门配件生产原料或外售。</span></p><p style='text-indent: 2em;'><br></p><p style='text-indent: 2em;'><span style='font-size: 16px;color: rgb(123, 12, 0);'>2020年11月15日，眉山市生态环境保护综合行政执法支队将其查获。15、16两日，他们连续作战，在陈某某“三宝力强”和“修文厂房”进行现场检查，共查获通过切割作业生产的铁片7.43吨；切割下的油桶底、盖共13.6吨；切割油桶铁片、桶盖和底柱时产生的共废机油6.28吨、废旧油桶5.92吨，以及含蓝色的翻新铁桶198个，3.56吨，并对上述涉案物品进行登记后，转存至四川省环境治理有限公司危险物品库房内封存。</span></p><p 2em;'>11月16日午时，环侦大队接到分局指令后，当即展开侦查。大队主要领导以及骨干民警等近十名警力兵分两路，在一路警力依法对上述涉案物品予以扣押的同时，一路民警对陈某某“修文厂房”进行检查。他们在厂房里的地面上发现一道长约3米、深约20厘米的不规则油坑，坑内有大量的油渍液体。</span></span></p><p style='text-indent: 2em;'><br></p><p rgb(123, 12, 0);'>同时，在现场还查获作案工具铁铲、推车、水瓢、漏斗、切割机、钢钎、油漆刷、水瓢、铁桶等机械器具共22件。不但厂房地面还剩余部分铁桶，车牌为川R467XX的车辆上还存放了一车从乐山某厂回收回来的废旧铁桶以及部分油渍残渣、切割出的桶身等物品。为了阻止其非法加工生产，大队当场依法对刷漆等工具予以扣押。</span></p><p style='text-indent: 170);'>经半月紧张奋战，查明：陈某某于2020年11月5日向一名微信名称为“某某，收售二手工程机械”的男子李某某在乐山市某某不锈钢有限责任公司购买废旧机油桶408个，而李某某通过微信向四川某某不锈钢有限责任公司采购处以20元一个的价格购买408个废旧油桶，再以28元钱一个的价格销售给陈某某。陈某某分别于2020年11月12日安排运输司机孟某某，搬运工王某某从四川某某不锈钢有限责任公司厂区将143个旧油桶运回“修文厂房”，2020年11月14日陈某某与孟某某各自驾车与搬运工王某某一同将265个旧油桶从四川某某不锈钢有限责任公司运回“修文厂房”。</span></p><p 16px;'>此后，为了打击环境犯罪，确保长江流域环境安全，东坡区分局、东坡区检察院、东坡区法院、市局相关警种等相关单位多次召开联席会议，对案件进行深入“会诊”，为打击、惩治环境犯罪提供导向。</span></p><p style='text-indent: 2em;'><br></p><p style='text-indent: 2em;'><span style='font-size: 16px;'>分局环侦大队迅速与分局相关警种及市局刑侦支队食药环森大队等部门迅速成立联合侦查小组，循线追踪，进一步摸清了涉案嫌疑人的资金流向以及收购、销售情况，对废旧油桶的收购网络及切割加工用途、翻新油桶和半成品的销售网络进行全面梳理，逐步锁定所有涉案嫌疑人获利等具体情况。</span></p><p style='text-indent: 2em;'><span style='font-size:
