公办小学、初中都是划片招生，学生只能在教育局划定的学校上学。可民办学校都不给划片，可以在本区（县）乃至本市内招生。这对公办小学和初中的是不公平的，对家庭收入较低的孩子有歧视之嫌。
虽说民办学校不得提前招生、考试、宣传等措施，但择优选拔可以用多种方式进行，根本不可能完杜绝，掐尖招生势难避免。生源虽说不是办学水平高低的决定性因素，但毕竟是因素之一。眉山市教育的规定，让民办学校可以不受片区限制招生，会让部分优质生源由公办学校流向民办学校。这势必会降低公办学校的办学积极性，一定程度损害公办学校的声誉。教育具有公益性，教育政策应该姓公，应向公办学校倾斜，而不能助长商业化倾向。
民办学校招生不受片区限制，生源过多会助其提高收费标准，加重人民群众的经济负担，使其在商业化的道路上越走越远。
无庸諱言，民办学校管理严格，教育教学认真，质量较高，但收费不低。民办学校在区、市内招生不受区域限制，家庭经济条件好的可以随意进自己想进的学校，而家庭条一般的就只能按教育局指定的学校上学，没有任何选择的余地。这就是说，富人有选择公办与民办和各家民办学校的自由，而穷人不仅只能选公办，而且连选哪家公办学校的自由也没有。这不是在制造贫富对立吗？
既然要实行划片招生，那就不分公办、民办，一律划片。公办学校面向平民大众，民办学校为少数人牟利。教育政策不向平民大众倾斜，而特意眷顾少数人的利益，这是姓公还是姓私？
