因为农民工的工资分两种：一种属于计件，一种属于计量。计件，达到多少件付多少钱；计量，达到多少工作量付多少钱。再一个农民工属于临时工，非正式工，不比职业工人。承包商或者劳务老板，他们得到工程款或劳务费也是通过计件或计量后到一定比例才支付的，背着米垫着钱甚至于借钱发农民工工资的少见，换你也做不到。通常拖欠农民工工资大致分为两种可能性，1，甲方产品销量不佳，产品在手里换不成钱，或者是到处欠账把收入用于还欠款了，因此就拖欠乙方的工程款或劳务费，乙方就只能拖欠农民工工资，一环扣一环；2，乙方失信，因为种种原因卷款潜逃了，农民工也拿不到工资。
因为公务员国企属于正式工作，财政预算按月支付。 多的很哦。我经常工地上跑，有几个工地还不是拖欠工资，闹罢工又不是一会两回了。而且房子安全隐患大
